To: Enterprises in Binh Duong province

Pursuant to the State Bank’s Circular No. 03/2016/TT-NHNN providing several instructions on foreign exchange administration in respect of the grant and payment of foreign loans of enterprises, and with the aim of enhancing the management effectiveness, advancing the transparency of administrative procedures and the accuracy of statistical reports on the grant and repayment of foreign loans that are not guaranteed by the Government (hereinafter refer to as “foreign loan”), the State Bank of Vietnam decides to develop and launch the program for management of the grant and repayment of foreign loans that may facilitate the submission of applications for foreign loans; status reports on foreign loans and changes in foreign loans by enterprises and organizations being borrowers into the website http://www.qlnh-sbv.cic.org.vn. In order to facilitate development and operation of such program, the State Bank of Vietnam hereby requests enterprises to:

1. Re-examine foreign loans for enterprises having outstanding debts to March 31, 2016 under instructions in the Annex 1 to this Official Dispatch; and submit irregular status reports on the grant and repayment of foreign loans using the form in the Annex hereof or the form uploaded on the website http://www.qlnh-sbv.cic.org.vn to the branch of the State bank in Binh Duong province (address: 161, Phu Loi street, Phu Loi ward, Thu Dau Mot City, Binh Duong province) by April 10, 2016; or enterprises may make prior submission of soft copies of such status reports to the following email addresses:

- For enterprises in Thu Dau Mot city, Tan Uyen, Phu Giao District: chau.hathiminh@sbv.gov.vn

- For enterprises in Ben Cat –Dau Tieng district: hang.nguyenviet@sbv.gov.vn

- For enterprises in Thuan An and Di An: yen.nguyenthi@sbv.gov.vn

2. Study the Circular No. 03/2016/TT-NHNN and guidance on the application of the program at the website address http://www.qlnh-sbv.cic.org.vn to enhance the effectiveness of management of grant and repayment of foreign loans.
